Friend got into accident, searching for witness & questions

Hi guys,
I was just talking to my friend and came to know that he got into a bike accident on Thursday (around 8:10 am). He was at Mcgill turning into Nanaimo, right before Trinity.

He was making a left turn and a concrete truck just nudged him from his right and he tipped over. He was near a construction site and someone actually tried chasing down the truck but it was rush hour traffic so he didn't find anything.
Scraped up both of his knees, jeans still burned into skin. Luckily he was wearing a jacket but when he was skidding on the ground, saw sparks fly off his elbows.

He's really worried about the witness situation because none of them actually saw the contact and when he asked ICBC, they said "yea if no one actually saw the contact, it'll be hard to prove as hit and run". There might be slim chances but I thought I'd give it a try posting here. So, if he can't come up with the witness who can attest to the truck hitting him, what's gonna happen? His bike is total loss.

ICBC totals his bike, ICBC assumes he dropped his bike, assumes he's at fault and he pays up the deductible if you can't get a witness to say it happened the way it did.
