From what I been told is a safe bet would be to ask the clerk to verify the $500 (example) if its legal tender. They do have machines that verify it...UV blacklight currency scanner (I bought one too for my work place).
Most of the time, its extra work for them but just nicely say that you are worried about getting counterfeit bills and has happen to you before and just want to play it safe.
But of course, if they dont comply then simply ask the Manager for recourse
Honestly, when the OP's father called head office and filed a complaint or a formal resolution, I think thats a good idea.
If this happened to me, I would just talk to the upstairs branch manager and sit down and discuss matter calmly. Try not to throw words out at the front teller desk since other ppl might overhear and think poorly of the bank.
Instead ask if we can talk quietly in a small room/office and bring up that its no ones fault (might have been a mix up somewhere in past transaction) and would like to get it resolve.
Remember, no one likes to admit fault so just resolve peacefully (hopefully
