The next federal government union contract will be negotiated while the Conservatives are in power, so I suspect even more to be taken from government unions.

| You mean because it doesn't have an output (ie make money)? Is there an input you can measure? How about internal measures, like setting benchmarks for existing processes and then improving them; measuring how engaged the workers are in their work - if ppl show up just to get paid, then well, yeah; improving communication, knowledge sharing/retention systems through IT? These are (less intuitive) ways when profit isn't available. But no matter what program you're talking about, I have a hard time believing the academics haven't already abstracted it out.

I'm getting regular mail on time. Parcels shipped with USPS are no where to be seen and the tracking system has stopped updating a month ago.
