From TireRack it's about 3 days if it ships from their Las Vegas depot. Discount Tire is local in Bellingham so if they have it in stock, I doubt there's a wait. You should be able to check their inventory online.

I know Costco has a very limited selection of tires so if you were thinking Costco, you may want to give them a call first to check if they have them.

Are you planning on getting them mounted and balanced down there too?

Discount tire direct, TSB, pay 8% duty + 12% gst, mount here. This is what I do because I didn't want my wheels to get scratched. I went to Autohaus (they scratched all of my Work lugnuts though by using the wrong size sockets :()

Drive to Oregon, discount tires (not open on Sundays), Firestone (open on Sundays), install there, come back after 48 hours ($400 free limit), no duties or hst. This is what I do for stock wheels and all seasons.

Keep in mind - I have never seen prices lower than DTD. Retailers in the states are a little more expensive but mounting/balancing is super cheap compared to Vancouver. Depends what machine you prefer.

I'm actually planning to drive down to Oregon in the spring to replace my summer tires... Michelin Pilot Super Sport with no tax or shipping cost? Yes please! Discount Tire is where I'll probably head, $16 mounting per tire for 40-series 18's is pretty good.

Getting them shipped would always be cheaper.
If you got DT to price match the tires on tirerack or DTD, they will still charge you tax. If you buy off tirerack or DTD and have them shipped and you pick them up, you'll avoid the tax. So if you were spending $400 on tires, thats about another $40 savings. Tax is about 10% in WA?

Shipped isn't always cheaper. I've found (generally) that the tax that local store (Discount Tire) charges ends up being roughly the same amount as shipping charges at a place that doesn't charge tax (at Tire Rack). They pretty much offset each other so really the deciding factor is the price (pre tax) of the tires and any rebates that might be going on.

Buying from Discount Tire Direct (the website) will still still incur sales tax because they have a retail presence in the state of Washington.

Tax in Bellingham I believe is 8.5%. Seattle is about 9%. Oregon would be your best bet if you want to use Discount Tire since you wouldn't be paying any sales tax.

Hmm I've heard just before the winter scare, people went down to buy snows, and got busted at the border. CBSA did a walkaround and found new tires.. I don't know.. not worth it to me. Just get it from tirerack and pay the fees shipped to Canada.

When Discount Tire does a price match, they need to include shipping as well as stated in earlier posts. Also I bought 3 sets of tires from DTD and had them shipped to point roberts. I was not charged tax for any of them.
Prices on DTD also include shipping as well but shipping is generally $30 for a set.

I buy all my tires at Discount Tire in Bellingham. I saved $800(!) when buying new tires (Michelin Pilot Sport A/S two 18's two 19's) for my Crossfire. I was on the phone to Kal Tire telling them the HUGE price difference and they basically said they didn't care and couldn't even come close.
