Gears of War3, Halo3 matchmaking problem (Information unable to be retrieved issues)

until about 4 weeks ago i was able to login to Halo3 and GOW3 matchmaking and find games without problems. since then, whenever I go into Halo3 matchmaking, i get "Information could not be retrieved from Halo3 Servers". When i go to GOW3 deathmatch/versus, the server will continually try to check the quality of a game, fail to find a game, and then cycle through the process again for about 5-10 minutes (eventually finding a game). Xbox live still works properly, i.e. i am able to join a party or a friend's game.

this is clearly abnormal behavior

i have already gone through a lengthy troubleshooting session with Microsoft who tested my Windows Live ID and reported no issues joining Halo3 or GOW3 matchmaking. my ISP is baffled by this issue and hasn't been able to provide any solution.

I think i have isolated the problem with my ISP Telus Optik. i have a friend also on Telus Optik who is reporting similar connectivity issues. Friends not with Telus (i.e. Shaw) are able to connect properly.

i'm am reaching out to the community here to see if anyone can corroborate my connectivity issues, and identify solutions?

Some information about my connection:

ISP: Telus Optik in Vancouver BC
Gateway Modem: Actiontec V1000H
Xbox: 250GB slim, never modded, connected using Ethernet cable, Static IP address
Nat: open
Ports forwarded
DMZ applied to Xbox
UPNP disabled
