Got towed because the parking meter expired

Can you post a photo of your ticket? It should say on it why you were towed. You can also call the city bylaw at 604.257.8732 and just ask them why you were towed.

They don't tow for an expired meter. There had to be another reason. It's possible the officer simply made a mistake and towed your car for another reason, which is why you should phone them and find out why. If it was a mistake, you can claim the tow fees back.
