Is it okay to run different struts front and back?
For example
Tokico HP in the front with h&r springs and oem rear struts with h&r springs?

Are the tokico struts oem replacements? if they are then there shouldnt be a problem.

The valving of tokico hp are a bit different than OEM, but they're not terribly far off, so the handling shouldn't be affected to much.
I would pass personally though, both springs and shocks are wear items with definite life spans and you never know how long these have been around. Save a bit longer and order a set of Progress CSII coilovers for $550 if you can..

At first I figured the price wasn't too much for the springs+strut, but now I would rather save for a proper set up like you recommended.
