The thing I find with people is they think being a heavy expensive jacket cuts it. It really doesnt. In fact you can get away with spending way less and being lighter. Its all about layers. The thing with layers is you can strip them away as it warms up.
So here is how to dress for the cold
base layer - polyester... walmart sells cheap polyester shirts... polyester will be tight against your body and wicks away moisture which is what is gonna end up making you cold...
second layer - something light.. polyester is good here or cotton.. it shouldnt be skin tight
third layer - cotton shirt
top layer - jacket... hopefully gore tex.. you want something that is gonna block wind and keep moisture out but can breath
For your lower mainland weather that should be good enough.
When you put stuff on remember that heat rises.. lower body on for each layer and then top overlaps so the heat from your lower body goes up to keep your core warm. With layers the key is to keep moisture off and trap as much heat close to your body to keep you warm.
You can also buy electronically heated clothing... I believe Marks sells a hoody style jacket that after being charged can heat your body for up to 8 hours. You can also buy boots and gloves that are heated but they are expensive. | Layering does wonder, I totally agree. But people are complaining because they're not used to it. Can't compare -30 to Vancouver weather, that's just apples and snowballs.

Nike and UA's first priority is to stay lightweight while wicking away moisture, which actually creates a bit of a cooling effect. More for sports.
HH's stuff is just all around better build and quality, meant for the outdoors.

i like how some people think that dressing less when its freeziing out makes them more of a man
on a side note, people in HK wear feather down north face 700's with scarves in 18 degree weather, looks dumb as hell but hey, some people just cant take the cold

There is a kid at work that unless its like -40 doesnt wear a toque and just wears a hoody all day long and still sweats. He was working up on a 100 foot tower for an hour when it was -40 with no warm up break. The bosses yell at him to get proper winter gear.
My limit is -10 with just wearing a hoody as long as I keep moving.

what do u recomend for socks? if u keep ur feet warm and head warm the rest will follow i find

My biggest problem is my feet and hands, these past few days have been pretty tough on my feet, wearing two pairs of wool socks in insulated rubber boots that are suppose to be good "up to -40" which is bs because my feet are still cold, penner is right the main concern is always sweat weather it be feet or wherever

Ive worked 2 of the last 3 mornings doing snow removal with the weather in the -25 to -30 range with wind chill plus 75% humidity.
I wore:
Legs
Helly Hanson long johns.
light sweat pants.
Dickey double layer duck pants. (think Carhart)
Upper
polyester base layer.
Hoodie.
Work Force duck jacket with windproof liner with zip in fleece. (think Carhart) available at Princess auto for $65. warmest jacket ive ever owned. warmer than my helly hanson one. but not water proof at all.
Feet
Moisture Wicking Snowboard socks
Wool socks overtop.
6" steel toe work boots.
Its really not that cold out. I had to have the jacket half open most of the day this morning I was so hot.
seriously tho, that jacket absolutely blows me away. cant find the same one online but PA is full of them.
