telus torrent issues

Hey just wanted to see if telus has started throttling torrents now. over the weekend, internet was being worked on in the area and now this entire week, the torrents have slowed down significantly. I'm getting like Max 49kbs download and 0.1kbs uploads. My port is forwarded correctly and the trackers are private with plenty of seeds. I didn't have the issue last week....Anyone else been having this issue?

never noticed throttling on telus before
make sure encryption is enabled under preferences (assuming utorrent)

move to shaw. 50 Mbit lines and no throttle

EDIT: on my first month on Shaw BB50 I downloaded 450 GB, then averaging 250-300GB/month after. Shit, I download shit i don't even care about just because i can

Both PNE and Langara College area I've had zero issues. Still getting max speed all the time.
