Spotted A white Chevy Avalanche in Richmond on number 6 and Vulcan Way (Near TBC Go karts and Home depot for quick reference). Plain front end, Dark tinted windows and a Smoked out low sitting Strobe lights in the bed that at first looked like it was a rack of some sort. Didnt notice till it turned right onto Vulcan from #6 and noticed the badge on his uniform and a computer. then the light bar as i was behind him
