Stretching tires and height of sidewall

Would stretching a tire reduce the factory sidewall height? For example would a 225/45 tires stretched on a 9.5" wheel pull the tires to something less than 45% of 225?

yes, I've got 18x10+25 on 225/40/18 and they fit my rear fenders well with a slight roll.

If you like the look, do it. Anything under 5% difference is considered acceptable.

anyone know a tire shop that will stretch a tires for me? i am trying to install 195 55 15 on a 15x9" rim
