I'm late to this thread, but chances of finding a wallet vs just a bill on the floor is different.
The wallet (and money) has ownership that can be tracked, especially since it usually would have an ID in there.

If I saw a bill lying on the floor and didn't see who dropped it, I would take it since there's no way to track who that bill belongs to.
If a wallet was dropped, I would bring it in to security/lost&found without taking the cash.

Dishonest people that find wallets usually take the cash and ditch it.
They wouldn't want to keep it any longer than necessary, or they have "evidence" on themselves.
And they know the cards won't be of much use to them unless they want to get busted.
But with PIN's now, you really can't do much with the CC's.

Since everyone keeps asking, I had about $250 in my wallet before it went missing. The wallet meant more to me than the money did as it was the first gift my gf ever bought me in the almost 3 years we've been together. We were at Rona together when I got the call and she almost started crying tears of joy when I told her who had just called.

I found someone's wallet in a Walmart before. Had car keys in it, lots of cash, etc. Turned it into customer service and had them page the person. Stayed there until the person came, too. Left (anonymously) as soon as I saw they had reclaimed the wallet and its contents in entirety.
