Yes it does not correct for muscle mass or bone density, but it is on average a good predictor for heart disease and other disease for the average person. Obviously, athletes and weight lifters shouldn't pay much attention to BMI, but if you're 5'7", 200lbs and you are sedentary... your BMI would reflect somewhat of an accurate measurement of your risk for heart disease or other diseases.
There are not many simple objective measures for health, so BMI is the quickest and easiest measurement.
