1) Floor you can pretty much paint yourself. Not hard at all. I noticed you said you don't know the preparation? What I did before with my friend was just clean the floor with bleach, make sure its dried then just paint it.

2) the lightings you can get it cheap from Home Depot or one of those warehouse outlets. They aren't that expensive.

3. The bike hooks, My friend's dad just bought some heavy duty hooks from Home Depot and pretty much just screw them to the ceiling. Remember to find a wooden beam to secure it to, not just the ceiling randomly.

4) Cabinets you can easily cut yourself. That would be the cheapest and nicest solution. Do your measurements first. If you have all the measurements, home depot can cut the sizes for you then you can just use some wood glue and L brackets to secure everything.
