What breed should I get? Help me choose and tell me why.

Hi guys, I am about adopting a puppy and I'm not in Vancouver (I used to live there for long). There is no rescue or spca alike in here and there are limited breeds available in my area.

Here are the breeds that I'm considering:
- Red Toy Poodle
- Westie
- Yorkie

Honestly, I prefer Bichon Frise above all but they are not available in my country. Those 3 breeds that I mentioned are available here. I tried to use dog breed selector across couple sites and they mentioned Norfolk/Norwich terrier and cairn terrier.

For the criteria that I want to have are:
- Easily trained
- like to cuddle (I heard female westie are more cuddly than male westie)
- fine to be left alone for hours during work hour or left with parents who are may not into taking care of them but can look after them especially during their puppy-hood
- Of course loyal and hopefully can play catch and bring back the item/toys
- small size
- very little to none shedding
- I can tolerate grooming as in cutting its hair/fur

I did lots of research and still can't decide just as if I can have them all. I like Westie and Yorkie for their appearances but I'm not too sure about their stubbornness and not into cuddle games with me. Some friends recommend red toy poodle because it's quite close with bichon frise.

If you think of some other breeds, please feel free to mentioned it here and of course share your experience with those breeds.

Thanks
