so im assuming that the "off road" Piaa's and Hella foglights are completely illegal to turn on in the city?

Yes. If it says "for off-road use only" then you may not use them "on-road" and may only use them "off-road".

I do have a couple of spare PIAA's for the back though. Just for the highbeamers and tailgaters.
