Need advice;which phone/tablet for Hong Kong

Guys, my boss is heading to HK next week and then further inland. He wants to buy a new phone that will do two things. He wants it to work here and in China and he wants to use it to translate (Madarin) but that might be for another thread about apps.

He is interested in the GS3 or the Note II so which one of these will work in China? I've looked on the GS3 wiki and it seems like the Canadian version will work in China, the i747. Thanks in advance.

So conceivably, he could take an i747, unlock it and slap in a SIM from China Mobile or some other telco and it should work fine, right?

Thanks!
