Best time to book Europe Flights - early or closer to date?

With sites like expedia.ca etc, is it best to book early or book closer to the date for the cheapest price?

I'm heading to Europe in April and right now prices are a lot more than i paid when i went this past September.. is it because i am looking at prices early (when i went last Sept we booked 3 weeks prior)?

Also is there any better options then expedia.ca etc?

Where in Europe are you looking to go?

There are some WICKED deals available if you can book in the next day or two through Delta... first class from Seattle to most major airports in Europe for around $1700 all in.
