Car Power Adaptors

Does anyone know where I can get a car power converter from 12V to 9V and from 5A to 4A, an adaptor where you can stick it into the lighter socket?

That would be a custom made voltage dropping resistor... Never seen such thing on the market made for plug and play in cars..
