EDIT: just rewatched the video called, "Konstruction." A little slow here, but it just dawned on me....... Konstruction instead of Construction, LOLOLOL (K=Korean). I miss sometimes, the simplest, most obvious things.

It looks like a rural area out in some farmland.. I don't think there will be any zoning regulations, I think as long as it is not wired or plumped the municipality can't care less.. (also notice there is no concrete pad).

The Township of Langley has extensive rural zoning regulations, which the structure is violating; they are not contingent on wiring or plumbing. Building codes also continue to apply in rural zones. The Township of Langley has residential zones bordering on rural zones, however, and that appears to be the case here. If it is the case, the structure is violating even more zoning regulations.
