I read the fucking news in Hong Kong everyday and I do not recall Mr Lai Tung-kwok said something like this to the public, who made this shit up?
The government is busy with the "Long Hair" in the Legco these days rather than stupid sexual assault. Anyway, Hongers girls are bitches anyway, they are lucky guys actually want to touch them.

^ lol its on the news on the train and radio too atm but the news is too focused with long hair getting kicked out of legco and H5N9 duck at harbour city
Anyways, how about honger princess stop reporting rape after regretting their one night stand with a sub par looking guy. Maybe rape stats would be reduced by half.

^data from 1992 about the period between 1965 and 1975? And what's the first one? Too blurry.
Couple of things other than the recency issue : this data looks at a ten year period, just because they committed another crime doesn't mean they will be caught, and this seems to look at a variety of crimes and not specifically violent or sexual crimes where people are often either fucked up in the head, pressured by gangs etc or both

as expected, recidivism is a diffcult stat to measure but its pretty low here in canada The effects of punishment on recidivism "The overall findings showed that harsher criminal justice sanctions had no deterrent effect on recidivism. On the contrary, punishment produced a slight (3%) increase in recidivism. These findings were consistent across subgroups of offenders (adult/youth, male/female, white/minority)."
