The sneaky rat approach doesn't always work either. And if he finds out you went to the strata first, and he's anything like me, he'll laugh in your face if you ask him after.

Before doing anything rash and making an enemy out of the guy next door get a CO detector you may have nothing to worry about and he might not be doing any harm. Remember you do drive with you baby in your car and sit in traffic. So why cause trouble for potentially nothing and a CO detector is a safety thing that should be in everyones house. If the alarm goes off whenever hes fiddling with his car then talk to him about it because then you got something to talk about!

I swapped my datsun tranny mount in my strata. Car jacked up, dropped tranny etc etc. and had no problems. Half the time the strata manager came over and watched me work. this was in a "high end" condo too.
