Rolling rusted rear quarter panels?

So the rear quarter panels on my 02 wrx is rusting fairly badly. Paint has started to bubble a bit around the edge, but I'm rubbing like a bitch so I'm thinking of either shaving or rolling my fender. At this point I'm not worried about paint chipping as the paint has already chipped due to rust, I think it's only a matter of time before the metal chips off too :/ Just need some advice here; should I try to roll it still (hoping that the lip doesn't snap off) or just shave it?

Only problem with shaving is that I have a very very small chance of still rubbing on dips even afterwards, and if I rub on a shaved rear quarter panel I'm scared it might mess it up pretty badly, especially considering that it's rusted.

If I roll I'm not as worried about messing up the rear quarter, but at the same time I'm not too sure how the lip will hold up even with heat to bending the metal.

Suggestions/opinions? Other than getting new wheels For those who are concerned, I'm running 18x9 +35 wheels with 225/40/18 Continental DWS. Lowered on tein coilovers, haven't gone in for alignment yet as I have set the height but camber seems to be a minimum (around -1.2 or so approx?). Last resorts would be to get a camber kit, but that's also cutting a bit close because of the suspension clearance on the inside, or just get new wheels

Cut, that way you may be able to remove some of the rust.
If you need more then do a little rolling on the cut edge and you should be good to go.

Haha thanks man, was going to pick up some tires and got kept at the customs place for an hour for interrogation on the way back even though I provided a receipt for them

Definitely thought of flares, and as sick as they are, I don't want to spend so much money this car Going to order a camber kit tomorrow, planning on rubbing for another week or so and when the kit gets here I'm going to go in for an alignment and get as much negative camber as I can without hitting the suspension then shave fenders and hopefully have everything clear

Hahah, I got the car for mid 6g after tax, threw in about 4.5k so far for all the mods and maint/fixing it up and stuff. Just about finished with the car so hopefully won't have to spend anymore money on it other than maintaining it

No need to be scared of rusty fenders just be prepared to do a little (needed anyways) body work. Xplicits were rusted right thru in a couple spots and the damage was covered up by prior body work. His rust was typical of that generation of Prelude. Not all rust is the same sometimes it may just be minor surface rust that doesnt warrant cutting it right out and instead just clean it up then roll and seal it back up to slow further rusting.
