not sure if it would be acceptable, but at my gf's work party, they do a random secret santa.

I ended up getting a red heart shaped rocky mountain chocolate factory thing with a cork on the top, filled with milk chocolate...came with a paint brush.
heart thingy I got

throw the bugger in the microwave and start body painting on your spouse

get to show off my artistic side, and eat chocolate at the same time

what if your partner has a milk chocolate complexion -- then it'll just be a game of minefield never knowing when you're gonna hit milk chocolate or just skin

The best gift for under 20 is a snuggie. Laugh at it as you will, but it is quite handy if you think about it !

Jaeger. Srs.

But really, a bottle of half decent wine or something is always a simple way to go without getting a GC.

I saw some scarves on sale at the Bench outlet in Queensborough for around $20.
You can find some nice bottles of wine in the $15-$20 price range
