Fwiw, I exported my BMW from the US to Canada last year and what this generated was sufficient (YMMV): just enter your VIN and it confirms how many (if any) recalls are open. https://www.bmwusa.com/safety-and-emission-recalls.html

Baby blue metallic on chrome wheels is certainly a choice. I think there's a good reason that colour is rare.
