what i would do:
1) burn video to dvd (make sure to CLEARLY label the dvd with your name, date of incident and any other details you can disclose)
2) bring video and some notes to your local police station
3) tell them you would like to report an incident/crime
4) provide statement to officer as well as copy of the dvd.
5) ask the officer for a file number and a business card
6) use police file number during claim to icbc.
7) wait and see if they catch the guy.
8) if they catch the guy, see if its possible to get some compensation (even though he looks like he can't its worth a shot)
off the top of my head, this would probably fall under section 430 of the criminal code, mischief under $5000. people in the DTES are regulars and will likely be local/confined to that geographic area for whatever reason (i.e. access to drugs, work, living, etc). my guess is that this guy has mental health issues and will likely have alot of police contact. i'm sure one of the officers in that district/beat will recognize him and they should be able to pick him up.
