food for thought...may be the driver was so oblivious that he/she didn't realize someone's mirror was clipped off in 1 clean slate as in the video there was zero hesitation from him/her

if you can clear see the driver slow down...then proceed to drive away after a short hesitation, then that should be grounds for hit and run/fleeing the scene and open up the case to be something bigger as he/she did not accept responsibility of a problem that they're aware they created.
