The problem with doing that is usually USA and Japan have to fight alone against 50 European countries.

Hmmmm, there are a couple that come to mind instantly.
Italy with its rich racing history. Or maybe Germany with its highly engineered technological marvels. Or maybe Japan with their small displacement and use of forced induction.
