Missing teacup maltese (richmond)

Just found out about this 10 minutes ago. Friend's dog was taken last week ,
they were hoping to give whomever the benefit of the doubt because Portia got loose and was just up the street (she's a teacup maltese weighs between 6-8lbs and deaf )
but it's been a week and even though she was tagged with address and contact info they haven't returned their family member

at this point might be easier to locate the vehicle in question hence this post.



let's get Portia home!

Not many of those in white in base trim around. I'll keep my eyes open in richmond
