Not exactly legalize everything, more like decriminalize everything. In Portugal what they did was decriminalized every drug. If you were caught in possession, instead of facing charges and going to jail, you would be sent into treatment, whether it be psychological or physical. 14 years later after decriminalizing and taking this approach, drug abuse dropped. The key is educating the addicted of their health issues vs sending them into a prison to try and resolve the issues by themselves, which usually ends with a wash rinse and repeat pattern.

Since when were you able to just go to a pharmacists and order whatever you wanted? morphine, viagra, alcohol, cigarettes ... all drugs, all legal, there is a system for anyone to access them.
