Paint peeling

Some paint on my rear bumper has started peeling/flaking off. Underneath, I can see a grainy/textured plastic, so I'm assuming the person who originally painted it did a bad prep job and didn't put any primer or adhesive promoter. If I were to sand off the main flaking parts and apply primer/adhesive promoter, base, then clear, how long would the paint last? Is a respray my only option?

If it is flaking it will all eventually fall off due to improper prep. Was the last time it painted an ICBC claim? If so it might have warranty.
