#2 is win-win, you're helping the guy out by not getting it impounded and in the likely event he never comes to get it you have a seadoo for next summer. If he does show up give him a bill for storage fees.
Assuming you follow the roughly the same logic and process when a tenant doesn't pay rent to a landlord, then the safest thing to do is serve some kind of notice you're going to have it towed for non-payment of "rent". After a number of days, you can legally have it towed, and it probably has to be done by a bailiff, which may require some kind of court order.
Honestly, you might want to call a bailiff and explain your problem. They will inform you of the best course of action. Be prepared, this will likely cost you some money.

If it gets towed, the vehicle gets impounded. All costs associated go to the owner of the vehicle. If it still does not get picked up, the impound lot is able to sell the vehicle to pay for their storage fees. How this costs money is beyond me.
I think most people are completely over reading this. I posted it as a joke because I think the situation is pretty funny actually. I really don't care about the money, I really could care less the spot was used while I was gone. There was no binding contract made. In fact there was no contract at all. This is a situation where someone has some shit on my property and I'm going to move it unless the guy who owns the shit moves it first.

yea, considering nothing was ever agreed upon in writing i dont think the sea doo guy would have any recourse whatsoever

The issue with talking to the building manager is you aren't supposed to rent out your spot to someone outside the building. Despite the fact there was no formal agreement I don't want to go down that road. I don't see the building as a problem at all. The local city sidewalk will work just fine.

It is brand new though, but looks to be a fairly basic unit. My neighbour in the other hand has a supercharged sea do. They thing is nuts.... Until it gets to it's top speed in like 3 seconds and physics just takes over.

He does not have to tell him about the agreement and it was only for one month. We have towed tenants and customers cars in the past.

In fact I never received the cash, nor did I give access to the garage. One could say I let my neighbour "rent" the spot. He is a tenant of the building and completely in my right. Not once did I make contact with his "friend."
