Glass and sideview mirrors are very different materials.
If you want true cutting ability on glass, a felt pad with cerium oxide polish might be your best bet. This would really apply to deep scratches. You'll probably want to be careful with this since doing a heavy cut on glass might mess with the optics.
#00 Steel Wool also might work on some lighter scratches. Spoon's suggestion of toothpaste will also work on lighter scratches since it's slightly abrasive.
Sideview mirrors are probably plastic so you probably don't want anything super abrasive on those. Might go with a lighter polishing compound by hand first to see if it gets out the swirls you want.
