I'm not sure I'm understanding this thread. Fines for not clearing snow are the modern day Chinese Head Tax?

I can think of plenty of examples of people from every ethnicity too stupid to shovel. Frozen is just so fucking desperate to claim racism.

A good rule of thumb to follow is, ask yourself if you would freely speak that term among Asians you don't know in real life. I suppose not. If that still doesn't click, try to think if you'd use that term at workplace, assuming your workplace isn't a trashy one. China box, brown box, white people food, heck I wouldn't use any of these terms. I guess people really behave differently on the internet. If you so love using it, keep it among your close circle of friends.

This all comes down to EFFORT. If you made an effort, then I don't think a fine is appropriate.

EFFORT is not one of the following:

It never snows this much, so I was caught off guard

The stores were sold out, it's the store's fault

I work during the week

I'm an immigrant and just bought my house

If your case for the judge is based on one of those reasons, then I think you should be fined--especially if the city gave you several warnings.
