When did Steam start logging how much time you played games? Does it reset when you get a new PC?

I have 0 hours logged on CS (which I played since 1.1 and probably spent thousands of hours on), Civ IV (again, thousands of hours), Half-Life 2 (probably at least 100 hours), 5.5 hours on Oblivion (hundreds of hours), 58 hours on CS:S (thousands of hours), etc.

In game items count towards the total? Bought quite a few items in CS:GO, but none of them were with actual money.

My other account was a shared account with a friend and I don't remember how much we spend on that one (I remember it L4D1 and 2, CS 1.6, CSGO, black ops and few other games which was super old)
