Looking for the most solid midrange VR headset, I have a well powered PC with a 2080ti.
I was looking at the Rift S, but then I saw the the Quest was getting a Pc tether option soon and it has better resolution. What other options are out there? What should I look for? Are there better headsets coming out this year that I should wait for?

Oculus Quest is the way to go. You can set it up anywhere in minutes. I used it in the back of a Uhaul while on the ferry. You can make the play space as big as you want. Tethering is coming in November so you can have the best of both words. You can also stream from your PC over 5g right now. Hand tracking is coming early next year so you can place some games and navigate with out the controllers. Stand alone VR without computers is the future. I use my Quest every day.

So would you say the thing that makes the Quest better than the Rift is the fact it is portable as well? And the rest of the features are even or better on the rift?

The portable factor of Quest is killer - but the gaming experience is not the same as the Rift because of the mobile hardware powering it vs. a high-end gaming PC. I have the Rift and a friend got the Quest.
Robo Recall for example - much less detail in the background, laggier animation, not as many enemy robots on the Quest vs the Rift. Comparing both side by side it depends on what you really want out of your VR headset. Casual gaming? Quest. VR gaming to the fullest extent (DCS Flight Sim, X-Plane, iRacing etc) then go Rift. I have the Rift for use with DCS, Elite Dangerous and X-Plane. It's amazing being able to look around in the cockpit as if you are on a real plane.
The tethering will be interesting and very exciting, I am looking forward to test that on my friend's set.
Quests seem to go for 550$ plus tax, but I can get a rift s through a friend for 440$ taxes in. So thats why I am leaning to the Rift S, but I don't want buyers remorse if tethering with the Quest is just as good, plus it sounds like the Quest is the only headset getting hand tracking.... Not sure why they wouldn't put it on the Rift s

Comparing the Rift to the Quest is like comparing the PS4 to the Switch. The PS4 has a lot better hardware but both have great games. For me the Quest wins because i can set it up anywhere and i don't need a dedicated space for it. I can also load it with videos and watch them anywhere.
Buy the Quest from Amazon if you don't like it return it.

i kept struggling myself if i ever wanted VR...mostly to watch movies since the media players support it with the whole movie theater theme some apps have build-in.....i thought to myself 500 dollars is too much to drop for a little bit of game titles, then i gotta worry about space set-up...
rumors in 2020 IMAX & Cineplex were suppose to make 360 VR movies you'd be able to look around in hollywood films but it hasn't happened yet.....i'd def make my purchase on that alone but its suppose to happen in the future.

For movies you could just get an Oculus Go.
The quest has big screen. It's like a home theater and you can watch movies with other people. Oculus also has venues where they have live events for free. they had Billie Eilish last month and this month they are going to have Post Malone. it's pretty neat. You sit with a bunch of other people and you can talk to them and hear other people talk to each other.
