Just curious on how one should go about buying products privately from others using Paypal?

1. Best way to send money with minimal fees
2. Protection from Scammers (send money to family friends option)

I've always been one to buy from retailers, but unfortunately this is not always the case. And just have to buy from others private.

If they are demanding you pay friends and family they’re probably scamming you because you have no recourse with that method.
