If anything, he was UNLUCKY, not dumb.
It's not like he knew the building he was running to is a police station. He was just running to any random building, but it just happened to be a police station.
To me, that's called unlucky, not dumb.

We don't even know why he was in a police chase. Maybe he didn't even just commit any crime... maybe he was wanted on a warrant from a long time ago.
So you can't even assume this was a result of not planning a crime out.
Bottom line is he really shouldn't be classified as dumb.
