that's obviously a support sign. without it, the building will topple over. you just can't see it b/c of the way the pic is cropped

are you sure it's the bike that's being locked? it could be additional security for keeping the sign from being stolen

maybe the sign says something about not touching the sign.
maybe its like those electric fences, although that's easily avoidable.
