You can get a passport in a day if you can convince them absolutely need it

Take the test and pass and you should have your license in less than a week.

At least that was the case for all Class 7L, 7N and 5.

The DL normally takes 7-10 days too, sometimes it faster sometimes it isn't.

Then he should go to his consulate and get one there. They should be able to do the same, get him to tell them it's an emergency

it's 45 days and Canada post is going on strike so who knows how long
