MacDonald beach as the previous poster listed is quite honestly the best one for dogs. Just keep an eye out for the tides when you venture farther down the beach (you'll see when you get there).

at macdonald beach there are also trails for you to walk your dog and a huge grass area for them to run around in so it's easy for you to keep an eye on your dog
my boxer is still a puppy (1 year old) and he runs like CRAZY. It's always hard for me to catch up with him or leash him up...but a good thing is that there's ALWAYS other dogs there and he somehow chooses one specific dog to follow for the whole duration he's there (it's kinda cute :P)

Spanish Bank is ok on weekdays. The dog beach is at the very end (the last parking lot). I wouldn't bother on weekend as it's crowded. Make sure you do supervise your pouch though as there're always big dogs there and some of them like to play rough.
Come in the afternoon when the tide is low and reveal amazing stretches of beaches.

does it have to be a beach? there an offleash park for dogs in burnaby that's pretty good...it's big enough for them to run around and small enough for you to keep an eye on them...oh and it's fenced off

also a good one at the very south end of No.3 rd in richmond. when you hit the end, pull in to the left parking area and the dog park is on the left. lots of smaller dogs there compared to mcdonald beach

I started a map of off-leash parks... check it out!
Lower Mainland Dog Parks - Google Maps (http://maps.google.ca/maps/ms?msid=211910196696910881087.00049cd8f70c86eb6004 5&msa=0)
As far as beaches, for the ocean, there's also:
Ambleside in W. Vancouver (BIG off-leash area between the tennis courts and the water)
Blackie Spit in S. Surrey (just beyond Crescent Beach)
For fresh water, there's:
Hayward Lake (Maple Ridge)
Jerry Sulina Park (Maple Ridge)
Buntzen Lake (Port Moody)
Derby Reach (along the Fraser in Surrey)
Several others around, I'm sure, those are just the ones I can think of offhand.
BTW, there's a really great forum oriented specifically toward dog parks and dog walks, at Metro Vancouver Dog Walks (http://www.pansy-paws.com/dogwalks/index.php) - tell'em Groucho sent you :)

I went to McDonald Beach for the first time today and it's pretty sweet. Huge off leash area and not full of small rocks and stones like most beaches here.
Spanish bank, Hadden park (near Kitsilano) got nice beach I bring my dog to very often. anther off leash park I recommended is Charleson park at Laurel and 7th. huge grass off leash area plus a small waterfall that your dog can get wet.
