Because the recipes tab synergizes well with Google's current setup (ie. the pre-existing web, images, etc tab); not to mention, googling "chili recipes" brings up everything from websites and blogs to somewhat irrelevant wikipedia links

It's like how, I would hope, most of us don't google "car pictures" and sift through all the website results for a few pictures; as opposed to just clicking images. The recipes tab, like the images tab, makes it so much more convenient because you'd only see recipes.
Redundant features? If I had some spare avocados lying around that were gunna go bad if I didn't use them relatively soon, I'd find it pretty damn convenient to be able to narrow my search down to show only recipes that included avocados.
As other posters have mentioned, the other features are very useful too. There have been so many instances where I'd be looking for a good chicken recipe, for example, and, in the process, a significant amount of the links I clicked would have cooking times that just wouldn't suit my schedule.
