So I got curious as to what Fast Dormancy is and heres a video of an alright cute girl explaining it: Fast Dormancy -- Save Your Battery from 3G Drainage - YouTube Then a quick google search yielded that Fido/Rogers does not support Fast Dormancy, so I turned it off on my phone.
