Is this animal abuse?

Every day I see the neighbours take their dog and tie it to the top of the stairs with a bowl of water. Hes an older dog and although he looks well fed and clean its pretty clear he gets zero attention at all.
His entire world is the top landing adjacent to their porch and hes in the sun for a good part of the day as their stairs face to the southwest.

Sometimes when I leave my place he barks and barks at me, but I think its the kids have lost interest in him.
I don't know the entire situation but he'll be chained up in the morning when I leave and still chained up in late afternoon/early evening when I get home.
I know he gets taken in at night but I don't know where they put him.
Having a back yard for him to roam around in isn't an issue as they have a fairly big one for a neighbourhood this size and throw obnoxious parties that last until 7am.
I don't know if its animal abuse or not. Can someone fill me in?

If nothing else, the poor thing is probably bored to tears. They probably put him outside so he won't destroy furniture, which I would bet he does out of boredom.
Why don't you offer to take the dog for a long walk or to the park or something, for some exercise? Don't accuse them of anything, cuz that will shut them right down... tell them a sob story of how he reminds you of your old dog you had to give up when you moved there from some eastern country and how you'd really love it if you could take him for a walk now and then, and how he might enjoy the exercise as well. Don't give any indication that you think they're shitty dog owners.

Theres a pretty big language barrier as I don't think they speak any English at all.

fucking people shouldn't buy a dog if they're not gonna take care of it. fucking irresponsible.

I believe it is actually against the law to tether your dog for more than 3 hrs a day. You can always file a complaint with the SPCA, and they usually investigate and get all the evidences.

leaving a dog chained to a 3x3 piece of sun soaked concrete is not a good thing..report them and take the dog in if you want if they don't want it anymore/ post up some info about the dog on here ask them if they just want to give the dog away and see if someone on here would take it... theres lots of dog people on here

Document this for a week by taking pictures that have a time stamp and write a log/journal. Call the SPCA or Humane society and pass on the information to them.

I don't mean to sound like a pussy here but is there any way I can make a complaint anonymously? I have to live near these people and I don't want any problems. I have a lot of sympathy for this dog who goes between barking at anybody who walks by (me or my neighbour) and just silently staring at us.
I feel genuinely bad but I don't know what to do. I'd rather see this dog in a place where hes properly looked after but I'm realistic about his chances in a shelter at the same time.
If this dog does get taken away from the owners I know that there'll be some animosity and the dog will likely be put down. I don't want to make a bad situation worse and have to move as a result of this.

Ask them if theyd like to give the dog up for a better home. Be staright forward with them that its not a healthy place for the dog to be dont be a pussy about it. If they dont want to listen report them. If someone from the spca comes knockin on their door they are gonna know it was someone close to them anyhow. Or suggest a crate. I keep my dog in a crateduring the day sometimes and most dogs dont mind. To them its a den and they feel relaxed and safe. But in the elements exposed to the sun like that all day is no good

I was kind of under a similar understanding, but I talked for hours to the workers at the shelter about how it works when I was there for a nose work class with my dog, and once a dog is in the system of the spca, (if they are adoptable dogs i.e. no aggressive traits, not too far gone from terminal illnesses) they will remain in spca care and/or foster care until they are adopted. Its horribly unfair for this dog to be tied up there in the sun all day. Once summer hits and the heat is up this could turn from the owners just being negligent to total abuse.
