i know my friends friend that lives in the same apartment as i do is neglecting his dogs.. he has 2 toy poodle 1 he just recently bought from china. The one he bought from china couple days ago looks like both his hind legs are busted and he wants to send him back on a plane to China to get a "free" surgery rather than paying as he was quoted $10000 for the surgery. But because he can't find anyone to take the dog back to china he's just going to leave him as is and it's only 10 months old. Is that considered animal abuse? also his other dog also a toy poodle. looks to be in pretty bad living condition.. they are both left in the house majority of the day by itself everyday and is fed by a "timed" dog bowl.. there's peepads with poop and urine all over the house. His house stinks, and he doesn't care for them. Last night my friend took the healthier dog for a walk with me. i noticed the dog was gagging so i checked what's wrong.. and found the collar he's using on her is smaller than the dog's neck hence literally choking her. I told my friend and tell him i'll pay him what he paid for for the dog to take him out of the dump but obviously he won't sell it. Is there anything i can do to rescue the dogs? SPCA animal abuse hotline? If i go thru spca i guess they'll take away the dog and i won't be able to get procession of it right? at this point i just want to rescue 1 if not both the dogs..
