That's just the way it is in China. Porn is illegal. But there's an underground trade of it. That's just the way China is.
There are armed guards at Tiananmen Square just like there are armed guards at the Pentagon. Its mostly for show but its also for just in case some lunatic wants to start trouble. There's also guards at Buckingham Palace in merry old England!! What the hell is your point?
