is it legal to replace my airbag steering wheel with a aftermarket one like MOMO?

Thats misleading. If you are involved in an accident and it can be proven that the OEM airbag could have prevented injury then you are correct. Otherwise you are covered.
If your vehicle is subject to an inspection notice you will not pass with your airbag missing.
