David's Tea is usually a pretty good place for secret santa gifts. They often have their mugs and travel thermos on sale around this time of the year. I think they had a deal where it was buy 2 for $30 last year, so I picked one up for myself and used the other as a secret santa gift. They're great for tea, coffee, or any sort of hot liquid drink.

The best secret santa gift I ever got was this mini fry pan. Non stick coating and just big enough to fry one egg. Super easy to clean up. I hang it on the fridge door using a Princess Auto magnetic hook. When I first received it, I was like WTF? It's a freaking toy!!
It must be like under ten bucks, but I love that thing. Nobody else in the family uses it (I don't think).
The name Tivoli is on the bottom of it and is red in colour.
Found it.........

When I go for hikes in the summer, this bottle keeps the liquid super cold for 4+hours. Its like drinking water with Ice in it.

I usually just get Costco GC. Every person who got it loved them... specially those cheapasses who don't have membership.
Talking about this, we should do a RS Secret Santa. I have had them before on another website and it was fun.

Anyone have any ideas for a guy that's super inappropriate, but in a funny way who is also a mega stoner?

Not inappropriate, but get him a decorative/funky looking flower vase and tell him you bought him a cool bong. Utterly useless except for flowers, $20.
