It's a bit of a sham. They raise prices about 10c/l on the weekend and then have a 10c off promo. I know because I'm a Chevron Journie App member and watch the prices!

Depends on the location but yes, most stations do this. I managed to luck out and find a station last week that didn't raise their price for their 10c off weekend.

You don't need their app to get the discount.
1) pull up to the pump
2) enter someone else phone number as the journie reward number
3) tap your credit card (use CIBC for additional 3 cents off)
4) fill up
5) profit
The pump doesn't show the discounted rates like shell does, but the receipt will show it all.

I have 2 accounts, 1 linked to aeroplan + phone # and I get 0 coupons, another 1 not linked and I get 10cent coupons all the time but I lost the card
