Police: Small human foot washes ashore in Wash.
First BC, now Wash. state...serial killer at work?

Tacoma police spokesman Mark Fulghum (FULL-jum) said Tuesday the right foot was still inside a boy's size 6 "OzArk Trail" hiking boot, and likely belonged to a juvenile or small adult. He says the boots were sold in Walmart stores from 2004 to 2005.
The foot found early last week is believed to have floated in from either the Puyallup River or Puget Sound. It's the second to wash ashore in Washington state in four months.
In late August, a right foot believed to be that of a woman or child washed up on a beach in Whidbey Island, about 70 miles north of Tacoma.
Fulghum says police don't yet know if the cases are linked, or if they have any connection to cases in British Columbia, where seven feet have washed ashore in the past four years.

I wouldn't assume so quickly that its a serial killer, when a body gets tossed into the ocean usually air gets trapped in the shoe. As the body decomposes the shoe tends to float up with the foot and safely back to shore with the help of the current.

i saw a post on cbc comments section and it explains it pretty well actually.
"There is a simple explanation. Bodies that end up in water as a result of drownings, aircraft and boat accidents are consumed by sea creatures. The foot is encased in the lightweight but buoyant shoe and when the ankle is worn through the shoe and foot are free to ride the currents. And yes they could end up almost anywhere. Why now? Simple, earlier shoes were heavier and subject to rot. Current running shoes are lighter, have air entrained in them to make them lighter. Also they don't rot with the same consistency as leather. Consider that they never find feet in leather shoes or hiking boots. This is not the work of a serial killer or cult, simply Mother Nature doing her thing and modern shoe manufacturers making shoes as light and strong as possible."

wouldn't it be pretty easy to tell if the foot was severed or rotten? I don't see how bones can just drift away from a simple decomposing process.

I remember reading one of the older news articles that said the feet found in BC were all lefty's or righties. No matching pair?
And that the bone on the ankles look like it was cleanly cut off.
